For our International Programes Department based in Bern and Zurich we are looking per April 2022 - or upon agreement -for a Regional Coordinator NORTH & West Africa (F/M/D) 80-100 %.
Helvetas has longstanding and relatively large country programmes in Mali, Burkina Faso and Benin. In addition, mandates are being implemented in Niger, and recently a large regional mandate has started in Tunisia with interventions in several countries in North and West Africa.
The deteriorating socio-political context especially in the Sahel region with violent conflicts, internal displaced people requiring humanitarian assistance, and widespread poverty are key challenges in the region. The context is furthermore characterised by growing inequalities, failing basic services and persistent food insecurity leading to chronic malnutrition.
The current programmes in West and North Africa focus on water governance, skills development and non-formal education, youth and migration, rural infrastructure, and agriculture based economic development. Innovations that started in the last years include activities in the field of adaptation to climate change, support of medium and small enterprises. There is a strategic increased focus on Humanitarian Response and conflict sensitive programme management. Key challenges include quality management, portfolio development as well as the strategic shifts towards systemic change and mainstreaming gender and social equity and advocacy.
The coordination at Head Office of Helvetas’ programmes in West and North Africa is done by two regional coordinators, who jointly ensure the operations and the development of the country programmes in the region. You thus closely collaborate with the other regional coordinator in the region and in this shared leadership set-up:
You ensure that the country programmes operate within the organisational policy/strategy and management frameworks and are well linked with internal and external stakeholders. You ensure that the country programmes and projects have adequate strategies and plans and are effectively and efficiently implemented. You closely collaborate with the country teams for the acquisition of mandates and ensure the Human Resource management of the international and regional personnel in line with the organisational regulations.
Furthermore, you ensure that the experiences of the country programmes and projects in the region are well communicated and contribute to the organisational learning and a good professional, public and political reputation of Helvetas.
You present an academic degree or equivalent practical experience and you have at least five years of working experience in a management position in international cooperation and at least three years in a developing country. Comprehensive expertise in human resource development (coaching, leadership and teambuilding), in organisational and institutional development and strategic and programmatic planning are crucial. Additionally, you have excellent analytical, methodological and conceptual skills and a track record in successful acquisition of projects and mandates.
You are a strong communicator and an engaging personality with seniority who also acts as a motivator with intercultural skills and cultural sensitivity. You are ready to travel frequently, including in fragile contexts. You are fluent in French and English (including excellent writing skills), Arabic language skills is an asset.
